Not soft plastic, not hard plastic.  This cap thread is approx. 36.5 or 37mm this measurement is from outside edge to outside edge.  Not sure which models of TLR Ricohflex it fits.  Uncommon to have this cap say "Riken" instead of "Ricoh".
    Overall condition of this cap is Very Good to Excellent and ready to use.
